Establishes a Senate Special Committee on Arctic Affairs to study issues relating to the Arctic region, including minerals, fish stocks, oil and gas reserves, military dominance, rare earth minerals, and shipping routes

President of the Senate shall appoint five senators to the committee and designate two members to serve as co-chairs

Committee may meet during and between sessions of the Thirty-Fourth Alaska State Legislature

Committee terminates upon convening of the First Regular Session of the Thirty-Fifth Alaska State Legislature

Acknowledges approximately 18 percent of Alaska's population is Indigenous peoples who rely on subsistence hunting and fishing and could be affected by increased Arctic activity
