Amends Section 22-9A-12 of the Code of Alabama 1975 to require the State Registrar to issue a "CERTIFICATE OF FOREIGN BIRTH" for any person adopted under any jurisdiction within or outside the United States.

Expands existing law that previously limited foreign birth certificates to persons born in foreign countries who were not U.S. citizens and adopted through Alabama courts.

Certificate of Foreign Birth must display the actual country of birth and include a statement that it is not evidence of United States citizenship.

Recognizes adoption decrees issued by any officially recognized court or authorized body outside Alabama as valid, with rights and obligations of parties determined as if the decree were issued by an Alabama court.

Becomes effective on the first day of the third month following passage and approval by the Governor.
