Makes it unlawful for any railroad train to obstruct any public street, road, or highway crossing-at-grade for more than 10 minutes.

Each 10-minute period or portion thereof that a crossing remains obstructed by a standing train after the initial 10-minute period constitutes a separate offense.

Railroad corporations or companies are liable for civil penalties not exceeding $1,000 for each violation.

Requires train crews to immediately take reasonable steps to clear crossings upon notification from law enforcement, fire department, or emergency vehicle operators that emergency circumstances require clearing.

Provides affirmative defense when obstruction results from an act of God, train breakdown, or acts of vandalism, and maintains existing protections for train crew members following employer orders.
