Establishes the Coastal Protection and Restoration Fund in the State Treasury to receive federal payments under the Gulf of Mexico Energy Security Act for coastal protection and restoration projects in Alabama.

Creates two accounts within the fund: the Established Coastal Political Subdivisions Account (20% of revenues) and the State Conservation and Natural Resources Department Account (80% of revenues).

Allocates the 20% to coastal political subdivisions based on three factors: 25% by coastal population proportion, 25% by coastline miles, and 50% inversely proportional to distance from leased oil tracts.

Allocates the 80% to the Department of Conservation and Natural Resources, with 20% for merit-reviewed local projects and 80% distributed to established municipalities based on coastline.

Restricts fund use to coastal protection, wetland restoration, hurricane protection, wildlife mitigation, marine conservation plans, and Outer Continental Shelf impact mitigation, with funds becoming available three months after passage.
