Aligns Alabama's procedures for accessing stored wire and electronic communications, transactional location records, pen registers, and trap and trace devices with federal law under Title 18, United States Code, Chapters 121 and 206, Sections 2707-2712 and 3121-3127.

Authorizes installation of emergency pen registers and trap and trace devices under federal law (Title 18 USC Section 3125) when an investigative or law enforcement officer has been specially authorized and designated in writing by the Attorney General, district attorney, or city attorney with prosecuting jurisdiction.

Permits disclosure of call-identifying addressing, routing, or signaling information that may reveal physical location of subscribers or users under emergency declarations authorized by federal law.

Allows emergency declarations for situations involving disappearances of individuals, runaway children, or missing persons where no criminal charge may be apparent but the individual may be in danger based on age, physical condition, or circumstances of disappearance.

Becomes effective on the first day of the third month following passage and approval by the Governor.
