• Amends Alabama Code Sections 17-5-8 and 17-5-9 to authorize electronic filing of campaign finance disclosure reports in computer format over the Internet.

• Electronic filing is voluntary for four years after the act's effective date and becomes mandatory thereafter for reports disclosing contributions or expenditures exceeding $100,000.

• Secretary of State must provide software without charge to comply with electronic reporting requirements and promulgate rules ensuring security, data protection, and validation of electronic reports.

• No supporting documentation is required to be attached to electronic reports, distinguishing them from traditional paper filings.

• Act becomes effective on the first day of the third month following passage and approval by the Governor.
