Amends Section 11-42-5 of the Code of Alabama 1975 to validate and ratify municipal annexations completed prior to the effective date of this act, regardless of procedural irregularities or defects.

Ratification applies only to annexations where the annexation procedure was completed, and does not apply to annexations that were held invalid by the Alabama Supreme Court, Court of Civil Appeals, or circuit court with finality.

Does not apply to annexations where validity is an issue in a pending court action commenced prior to the effective date of this act.

Preserves existing requirements under Article 5, Section 11-49-80 of Chapter 49 that municipalities must assume responsibility for annexed roads under certain circumstances.

Becomes effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
