HB166 Summary

• Restructures the Mobile County Commission to consist of five members elected from single-member districts instead of the previous structure.

• Initial commission districts shall match the districts used for electing the Mobile County Board of School Commissioners on the effective date of the act.

• Commission districts may be reapportioned by the commission pursuant to Section 11-3-1.1 of the Code of Alabama 1975, but shall otherwise remain aligned with school commissioner districts.

• Requires commission members to be bona fide residents of their district for at least 90 days before qualifying as a candidate and throughout their tenure in office.

• Implementation is contingent on majority approval by Mobile County voters in a referendum held in conjunction with the next regularly scheduled state or local election; Act 181 from 1957 is specifically repealed.
