AL HB19

Requires all legislative agencies to advertise job vacancies and employment opportunities before hiring, including the Alabama Senate, House of Representatives, Legislative Council, Legislative Reference Service, Legislative Fiscal Office, Department of Examiners of Public Accounts, and Alabama Law Institute.

Mandates advertising appear at least 60 days before the anticipated hiring date, except in emergency situations where documentation must be provided to specified legislative officials.

Requires advertisements be placed in statewide and local publications, on the Internet, and other appropriate mediums, and must include job description, required qualifications, salary and benefits, application instructions, deadlines, and other relevant information.

Requires copies of all advertisements and emergency situation documentation be provided to the Lieutenant Governor, Speaker of the House, President Pro Tempore of the Senate, and Chair of the Legislative Black Caucus.

Becomes effective on the first day of the third month following passage and approval by the Governor.
