HB193 Summary

• Establishes a new restricted motor vehicle license plate category for low speed vehicles (maximum 25 mph, under 3,000 lbs GVWR) and mini-trucks (minimum 48 inches wide, speed-governed to 25 mph maximum, minimum 1,500 lbs unladen weight).

• Permits low speed vehicles and mini-trucks to operate only on public roads where the posted minimum speed limit is 25 mph or less, with exceptions allowing crossing at higher-speed intersections.

• Sets registration fees and license taxes for low speed vehicles and mini-trucks equal to private passenger automobiles with fees distributed the same way.

• Exempts low speed vehicles and mini-trucks from certificate of title requirements.

• Requires low speed vehicles and mini-trucks to comply with federal safety standards in 49 C.F.R. Section 571.500 and mandates specific safety equipment including headlamps, turn signals, seat belts, mirrors, and windshields.

• Takes effect January 1, 2011.
