Amends existing law to require the Comptroller to include subcontracts and purchase orders in the Internet database of state expenditures, in addition to contracts and grants already required to be posted.

Database must be electronically searchable by the public and include amount, date, payor, payee, and expense objects with links to warrant or check register level details.

Users must be able to search by any information element, determine total state funding awarded to a person through a single search, and download search results.

Comptroller may withhold payee addresses from public access but must provide county location information; vendors and contractors may request confidentiality of prices or costs, subject to Comptroller investigation and hearing.

Act becomes effective October 1, 2010.
