Amends Section 15-19-1 of the Code of Alabama 1975 to restrict youthful offender status eligibility for juvenile defendants.

Prohibits courts from granting youthful offender status to any person charged with a crime where serious physical injury or death to a victim is an element of the charge or allegation.

Maintains existing requirements that defendants charged with crimes involving moral turpitude or felonies committed during minority must be investigated and examined by the court, but adds the serious injury/death exclusion.

Becomes effective on the first day of the third month following passage and approval by the Governor.
