Authorizes county solid waste officers and county license inspectors (upon county commission approval) to enforce criminal littering laws, in addition to law enforcement officers.

Modifies the rebuttable presumption of littering to apply to "any series of items" found in accumulations of garbage or discarded materials bearing a person's name, rather than requiring accumulation of specific items.

Excludes advertising, marketing, and campaign materials from constituting evidence of littering.

Requires written notice to alleged violators before criminal prosecution, allowing 15 days to present evidence rebutting the presumption.

Establishes fine distribution among municipal, county, and state general funds based on each law enforcement agency's contribution to the arrest or citation, with fines limited to law and litter enforcement purposes; maintains minimum fine of $250 for first conviction and $500 for subsequent convictions.
