• Permits ex parte emergency orders including warrants to take physical custody of a child, with respondent entitled to hearing within 72 hours of warrant execution.

• Specifies 13 factors for courts to consider when determining credible risk of abduction, including prior abduction threats, domestic violence history, ties to foreign countries, and immigration status changes.

• Effective January 1, 2011; applies cooperation provisions from the Uniform Child Custody Jurisdiction and Enforcement Act and does not create new obligations for the Department of Human Resources to file petitions.
