• Permits magistrates to bypass the investigation requirement and issue warrants immediately if evidence shows a significant risk the accused will flee or poses a threat to public safety.

• Authorizes warrant service during workday at the workplace, but prohibits service in the presence of students if the accused is employed on a public college, school, or university campus.
