Removes the requirement that approved institutions under the Alabama Student Grant Program must be formally seeking accreditation by the Commission on Colleges of the Southern Association of Colleges and Schools.

Adds eligibility for independent postsecondary institutions located in Montgomery County, Alabama that have been incorporated for over 50 years and accredited for over 10 years by the Commission on Colleges of the Southern Association of Colleges and Schools.

Maintains existing eligibility criteria for institutions including accreditation status, secular educational functions, non-discrimination in admissions, and prohibition on direct state appropriations.

Preserves student eligibility requirements including Alabama residency (12 months), U.S. citizenship, undergraduate status, and enrollment in approved institutions for at least six months.

Effective date is the first day of the third month following passage and approval by the Governor; passed by House with vote of 82-8 on April 13, 2010.
