• Hartselle City Council must call a referendum election allowing qualified electors to vote on changing the Hartselle City Board of Education from an appointed to an elected board.

• If voters approve the referendum, the board shall consist of five members elected at-large by majority vote of qualified City of Hartselle electors.

• Board member candidates must be at least 19 years old, residents of the city for 90 consecutive days before qualifying, qualified voters, and have no conviction record for crimes involving moral turpitude or financial wrongdoing.

• Board members shall reside in the city during their entire term, serve the same term as city council members, and receive $500 per month compensation initially with future compensation set by the board.

• Board vacancies are filled by appointment, first by remaining board members, then by city council if unfilled within 45 days, and finally by the State Superintendent of Education if still unfilled within 45 additional days; board chair and vice chair are elected from board membership.
