Appropriates $855,861 from the Education Trust Fund to Talladega College in Talladega, Alabama for support and maintenance of the institution's educational program for fiscal year ending September 30, 2011.

Appropriation is subject to the Budget and Financial Control Act (Code of Alabama 1975, Sections 41-4-80 et seq.) and The Budget Management Act of 1976 (Code of Alabama 1975, Sections 41-19-1 et seq.).

Requires Talladega College to submit an operations plan with goals and measurable performance indicators for fiscal year 2010-2011 and an audited financial statement for fiscal year 2008-2009 before funds are released.

Mandates quarterly reports comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report for fiscal year 2010-2011 to be submitted to the Director of Finance and forwarded to the Joint Fiscal Committee.

Effective date is October 1, 2010; House passed March 30, 2010 and Senate passed April 8, 2010.
