Appropriates $9,703,990 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2011 for support and maintenance of the educational program.

Designates at least $1,414,586 of the appropriation for agricultural research and extension service state match.

Requires Tuskegee University to submit an operations plan for fiscal year 2010-2011 with goals and measurable performance indicators and an audited financial statement for fiscal year 2008-2009 prior to fund release.

Mandates quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report for fiscal year 2010-2011.

Becomes effective October 1, 2010; passed by the House on March 30, 2010 and the Senate on April 8, 2010.
