HB283 Summary

• Amends Section 11-90-2 of the Code of Alabama 1975 to allow county commissions and municipal governing bodies to appoint additional members to public library boards beyond the standard five members.

• Permits initial terms of additionally appointed members to be determined by the appointing authority, not to exceed four years, with all subsequent terms limited to four years maximum.

• Exempts counties with local library entities that only distribute local sales tax funds and do not govern or administer public libraries from the additional member appointment provisions.

• Requires library board membership to reflect racial, gender, geographic, urban/rural, and economic diversity of the state, with annual reporting to Alabama Public Library Service and biennial reports to the Legislature on compliance.

• Becomes effective immediately upon passage and approval by the Governor.
