Beginning October 1, 2010, new applicants for licenses as used motor vehicle dealers or motor vehicle wholesalers must complete an approved education seminar before obtaining a license, but existing licensees seeking renewal are exempt.

Education seminars must consist of at least four hours of classroom training covering federal and state motor vehicle laws, paperwork requirements, title application processes, and other topics approved by the commissioner.

Persons or entities seeking to conduct these education seminars must apply to and receive prior approval from the State Commissioner of Revenue before representing themselves as authorized providers.

At least one owner, principal, corporate officer, director, or member/partner of the applying entity must complete the required seminar prior to submitting the license application.

The State Department of Revenue is responsible for enforcing these requirements and reviewing applications from seminar providers to ensure sufficient training quality.
