Amends Section 31-6-6 of the Alabama G.I. and Dependents' Educational Benefit Act to extend the age deadline for children of veterans with 20 to 90 percent service-connected disabilities from age 26 to age 38 for completing educational training.

Applies to children pursuing training at state-supported institutions of higher learning or trade schools, with training completion extended to eight years after initiation (with exceptions for military service delays).

Establishes a maximum age limit of 42 years old (previously 34) beyond which no training benefits may be received under the program.

Provides retroactive effect to any child of a disabled veteran who was not more than 38 years of age as of December 31, 2009.

Becomes effective on the first day of the third month following passage and approval by the Governor.
