Designates the bill as the "Lea Fite Act" and amends Section 36-29-16 of the Alabama Code to expand health insurance eligibility.

Allows judges of probate and legislators who retire to participate in the State Employees' Health Insurance Plan with the retiree paying all costs.

Permits persons serving in the legislative, judicial, or executive branches who have served 24 consecutive months and reached age 50 to continue State Employees' Health Insurance Plan coverage upon leaving employment if insured for a minimum of 18 months prior to departure.

Requires former employees to pay all insurance costs under terms set by the group insurer, with coverage limited to the employee and dependents.

Effective January 1, 2009, with the stated intent to provide health insurance access to certain state employees and officials at no cost to the state.
