Amends Section 32-6-67 of the Code of Alabama 1975 to allow the legislative oversight committee to consider and approve applications for distinctive license plates for out-of-state colleges or universities.

Creates an exception to the existing prohibition on out-of-state college and university license plate applications by permitting approval of quantity Class 2 plates upon submission of an application pursuant to Section 32-6-64.

Maintains the committee's existing composition of three House members, three Senate members, two county license plate issuing officials, and representatives from the Department of Revenue and Department of Corrections.

Requires a two-thirds vote of committee members present to approve, disapprove, or indefinitely postpone any license plate category request.

Becomes effective on the first day of the third month following passage and approval by the Governor.
