Requires all antifreeze and engine coolants sold in Alabama that contain more than 10 percent ethylene glycol and are manufactured after January 1, 2012, to include denatonium benzoate at 30-50 parts per million as a bittering agent to render the product unpalatable.

Mandates manufacturers maintain and make available to the public upon request records of the trade name, scientific name, and active ingredients of any bittering agent used in products sold in the state.

Provides liability protection to manufacturers, processors, distributors, recyclers, and sellers of antifreeze and engine coolants from claims for personal injury, death, property damage, environmental damage, or economic loss resulting from the inclusion of denatonium benzoate in proper concentrations.

Prohibits counties and municipalities from enacting local laws or ordinances that impose different or additional requirements regarding the inclusion of bittering agents in antifreeze and engine coolants.

Exempts motor vehicles containing antifreeze or engine coolant and wholesale containers of 55 gallons or more from the bittering agent requirement.
