Creates the Alabama Building Code Council (ABCC) managed by the Alabama Department of Economic and Community Affairs to establish, adopt, amend, and update a statewide minimum building code for residential and commercial structures.

Council consists of 11 voting members appointed by industry organizations (engineers, architects, contractors, builders, code officials, fire marshal, insurance industry) plus two members appointed by the Governor, with three-year terms and membership reflecting state diversity.

Initial statewide building code based on 2006 International Building Code, 2006 International Residential Code, 2005 National Electric Code, and related codes; ABCC may adopt future amendments independent of ICC code development cycles.

Establishes two subcommittees: Residential Code Subcommittee for one- and two-family residences and townhouses, and Commercial Code Subcommittee for commercial structures and multifamily residences greater than three stories.

Exempts farm structures, certain state entities (Building Commission, Department of Labor, State Board of Health, Manufactured Housing Commission), and liquefied petroleum gas industry; requires state and local building code officials to be certified by International Code Council.
