Secretary of State shall make state voter registration application available through a secure Internet site for any qualified person to register to vote.

Completed online voter registration applications must include a digitized or electronic signature of the applicant and be permanently retained by the Secretary of State.

Online registration system must be designed to prevent editing of the application or signature once captured.

Secretary of State, in consultation with county commissions, judges of probate, boards of registrars, and municipal clerks, shall promulgate rules necessary to implement the online registration system.

Secretary of State may use federal Help America Vote Act funds to implement and maintain secure Internet voting registration to the extent authorized under federal laws, rules, regulations, and guidelines.
