Increases the monthly expense allowance for the Clay County coroner from $400 to $1,000 per month, paid from the county general fund.

The expense allowance is provided in lieu of any salary, fees, or other expense allowances under general or local law.

Ratifies and confirms all prior payments made in good faith to the coroner retroactively to October 1, 1996.

Becomes effective on the first day of the third month following passage and gubernatorial approval.

Amends Section 45-14-60 of the Code of Alabama 1975.
