HB43 Summary

• Amends Section 16-13-232 of the Code of Alabama 1975 to allow local boards of education to use alternative calculation methods for determining teacher units during extreme circumstances, with State Superintendent approval.

• Permits alternative days (other than the first 20 scholastic days following Labor Day) to be used for calculating average daily membership in cases involving natural occurrences, health-related events, or other extenuating circumstances.

• Requires the State Superintendent to submit a report within 30 days following the end of the ADM reporting period detailing any approval decisions to the Senate Finance and Taxation-Education and House Education Appropriations committees and to the Examiners of Public Accounts.

• Maintains existing Foundation Program provisions including teacher unit divisors by grade level, instructional support units for principals, assistant principals, counselors, and librarians, and weighted funding for special education and vocational education.

• Becomes effective immediately upon passage and approval by the Governor.
