Amends Section 41-4-50 of the Code of Alabama 1975 to mandate electronic disbursement of warrants issued by the Division of Control and Accounts for amounts of $2,500 or more to business entities, vendors, and providers of professional services.

Permits optional electronic transfer of warrants to any financial institution capable of handling direct deposits if the original payee provides written approval in advance.

Requires the State Comptroller to maintain records of all written approvals and separate documentation of all electronic fund transfers for audit and reconciliation purposes.

Exempts the Department of Revenue from the electronic disbursement requirement when physical warrants are deemed necessary for tax refunds, overpayments, or other tax-related disbursements.

Effective date: July 1, 2010, upon passage and approval by the Governor or upon becoming law.
