Amends Alabama Code Sections 34-33-1 through 34-33-5 to establish a new category of "certified potable water single family dwelling fire protection sprinkler contractor" operating under NFPA 13D standards.

Requires applicants for potable water single family dwelling sprinkler contractor permits to be licensed Master Plumbers in Alabama and pass a competency test administered by the State Fire Marshal's Office, with a nonrefundable $100 application fee.

Allows the State Fire Marshal to issue permits to both traditional fire protection sprinkler contractors (requiring NICET Fire Protection Layout Technician Level III certification) and the new potable water single family dwelling contractor category.

Requires the State Fire Marshal to issue permits within 30 days upon receipt of proper application, fee payment, and proof that the proposed certificate holder meets applicable competency and licensing requirements.

Takes effect on the first day of the third month following passage and approval by the Governor.
