Amends Alabama Code Section 38-7-2 to define and regulate "drop-in child care centers" as a new type of child-care facility requiring Department of Human Resources licensure or approval.

Drop-in child care centers must serve 12 or more unrelated children for short periods not exceeding 14 hours per week and 7 hours per day during regular working hours (Monday-Friday, 6:00 a.m. to 6:00 p.m.).

Centers may extend services to evenings after 6:00 p.m. and weekends (Friday 6:00 p.m. through Sunday 10:00 p.m.) provided total weekly hours do not exceed 20 hours, excluding weather days.

Training requirements for drop-in center staff are limited to basic health and safety precautions and detection and reporting of child abuse and neglect.

Not-for-profit organizations providing child care for no more than 2 hours per day (maximum 10 hours per week) without compensation are exempt from regulation as drop-in child care centers.

Effective date is the first day of the third month following passage and approval by the Governor.
