Requires any new public school construction contracts to include an Alabama Building Commission-approved safe room or hallway designed to withstand winds up to 250 miles per hour and projectiles at up to 100 miles per hour.

Permits local boards of education to submit applications to the Federal Emergency Management Agency (FEMA) for safe-rooms grants before beginning construction of new schools or adding safe rooms to existing school property.

Directs the State Department of Education to coordinate with the Alabama Building Commission to develop, promulgate, and enforce rules necessary for implementing the act.

Exempts the bill from further constitutional requirements under Amendment 621 because expenditures are required only by school boards.

Becomes effective on the first day of the third month following passage and approval by the Governor.
