Prohibits adult criminal sex offenders from establishing a residence or living accommodation within 2,000 feet of property where any public park or playground is located, unless otherwise exempted by law.

Adds a new restriction to existing law (Section 15-20-26) that already prohibited such offenders from residing within 2,000 feet of schools and child care facilities, and within 1,000 feet of victims or their immediate family members.

Makes knowingly violating this prohibition a Class C felony.

Becomes effective on the first day of the third month following passage and approval by the Governor.

Exempts the bill from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime or amends the definition of an existing crime.
