Amends Section 23-1-81 of the Code of Alabama 1975 to reduce the minimum distance requirement between toll bridges over the same watercourse from two miles to one mile.

Allows county commissions and the State Department of Transportation to license individuals, partnerships, corporations, or other entities to establish and operate toll bridges and ferries with the authority to set toll rates.

Prohibits establishment of a new toll bridge over the same watercourse within one mile of any existing toll bridge.

Exempts licensed toll bridge operators from requiring additional licenses, business permits, or fees from any governmental body or agency beyond the initial license.

Takes effect on the first day of the third month following passage and approval by the Governor.
