HB48 Summary - Alabama Firearms Freedom Act

• Exempts firearms, firearm accessories, and ammunition manufactured and retained within Alabama from federal regulation under the Commerce Clause, claiming they have not traveled in interstate commerce.

• Applies only to items manufactured in Alabama from basic materials without significant imported parts, including accessories like sights, magazines, and suppressors.

• Excludes certain weapons from the act: firearms that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, explosive ammunition, and fully automatic or burst-fire firearms.

• Requires all firearms manufactured or sold under this act to be clearly stamped with "Made in Alabama" on a central metallic part such as the receiver or frame.

• Becomes effective on the first day of the third month following passage and approval, applying to items manufactured and retained in Alabama on or after October 1, 2010.
