Applies only to Morgan County and requires all employers located in the county or its municipalities to verify employment eligibility of new employees through E-Verify or other methods that reasonably determine legal status.

Makes it unlawful for business entities to knowingly hire or recruit unauthorized aliens, with documentation requirements retained for at least three years after employee termination.

First violation results in suspension of all business licenses for 1-30 days; second or subsequent violations result in permanent suspension of all licenses issued by Morgan County or municipalities.

Public employers must use E-Verify and cannot enter contracts with service providers unless the contractor is registered and utilizing E-Verify.

Enforcement conducted by district attorneys or city attorneys through state courts, with determinations of unauthorized alien status made only through federal government verification per 8 U.S.C. §1373(c); becomes effective January 1 following passage.
