Establishes a solicitor's fee in Montgomery County assessed in all juvenile, traffic, criminal, and quasi-criminal cases in juvenile, district, circuit, and municipal courts.

Sets the solicitor's fee amount equal to all docket fees or court costs assessed upon adjudication of guilt in criminal cases and distributed to the Fair Trial Tax Fund.

Requires collection of the solicitor's fee in cases where the defendant is adjudged guilty, a bond is forfeited, a penalty is imposed, or an alias or capias warrant is issued; fee cannot be waived unless defendant proves inability to pay.

Allows the district attorney to expend solicitor's fees for law enforcement expenses and discharge of office duties.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
