Applies only to Jefferson County and prohibits more than one adult or unrelated juvenile criminal sex offender from residing in the same residence.

Limits apartment complex residency to one adult criminal sex offender per unit unless there is at least 100 yards distance between residences of other adult offenders on the sex offender list.

Property owners or lessees who knowingly permit violations are subject to a civil penalty of $5,000 per violation, with penalties split equally between the Birmingham Police Department Sex Offender Unit and Jefferson County Sheriff's Department Sex Offender Unit.

Exempts property owners or lessees from violations if the offender is their spouse or child, or if the lessee signed a statement declaring they are not a convicted sex offender.

Became effective on the first day of the third month following passage and approval by the Governor.
