Requires toll amounts charged by private entities operating private toll roads or toll bridges to be subject to approval by the Public Service Commission, overriding any existing law to the contrary.

Directs the Public Service Commission to use the same regulatory process it applies to utilities when determining toll amounts.

Allows the Public Service Commission to consider average rates of return it allows for utilities when determining what constitutes a fair rate of return for toll operators.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
