Prohibits any person from carrying or possessing a stun gun or taser on school property or school-operated vehicles transporting students to or from school or school-related activities, regardless of time of day or year.

Defines stun guns or tasers as electrical devices powered by batteries that fire barbed wires or deliver current capable of disrupting a person's nervous system and rendering them incapable of normal functioning.

Imposes a fine of $500 for the first violation and $800 for each subsequent violation.

Excludes the bill from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime rather than mandating new spending.

Becomes effective immediately upon passage and gubernatorial approval.
