Amends Section 17-14-34 of the Alabama Code to change how presidential and vice presidential electors are allocated, effective beginning with the 2012 presidential election.

Replaces the current system of nominating nine electors at large and statewide with a proportional allocation system based on the popular vote.

The number of electors awarded to each presidential and vice presidential candidate shall directly correspond to the percentage of the popular vote that candidate receives.

The Governor, in the presence of the Secretary of State and Attorney General, must certify election returns and notify each presidential elector as elected within 15 days after returns are made.

The act becomes effective on the first day of the third month following passage and approval by the Governor.
