Amends Act 2004-477 to alter, rearrange, and extend the corporate limits of the Town of Franklin in Macon County by adding specified territory in Township 17 North, Ranges 22 and 23 East.

Adds multiple sections and tracts in Township 17 North, Range 23 East, with certain exceptions for specific quarter-sections and portions of land.

Adds tracts in Township 17 North, Range 22 East, including portions of sections 14, 22, and 23, with exceptions for areas south of Macon County Road #9 and Interstate Highway 85.

Includes four specific tax parcels (#46-09-05-15-0-000-32.000, #46-09-05-0-000-36.000, #46-09-05-15-0-000-20.008, and #46-09-05-15-0-000-20.009) lying in Section 15.

Makes the act retroactive to August 1, 2004, and clarifies that tracts in Township 17 North, Range 22 East are separate parcels to correct clerical errors.
