Amends Section 6-2-31 of the Alabama Code to allow personal representatives to bring civil damage actions against persons convicted of murder without time limitations, provided the action is commenced within one year of conviction.

Establishes a one-year window from the date of murder conviction within which damages can be pursued, removing the standard statute of limitations for such claims.

Applies specifically to murders as defined in Section 13A-6-2 of Alabama law.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
