Authorize arresting officers to issue electronic uniform non-traffic citations and complaints (eUNTCC) for misdemeanor violations enumerated in Alabama Rules of Judicial Administration Rule 20, Appendix B as an alternative to traditional written summons.

Require officers to record arrestee's name, address, and vehicle/vessel identification, then issue a summons, notice, or eUNTCC directing appearance at a specified time and place.

Establish that persons accepting an eUNTCC are deemed to have given written bond to appear without requiring a signature, and permit acceptance of the citation to serve as release from custody.

Exempt arrests involving accidents with injury or death, driving under the influence, and suspected felonies from the eUNTCC process; require these cases to go directly to a magistrate.

Impose penalties for officer violations including misconduct in office charges and potential removal from office; make violation of appearance bonds a misdemeanor offense.
