• Requires annual licensing of home medical equipment services providers before operation and prohibits unlicensed provision of services; establishes a 60-day grace period after August 31 for late license renewal and requires reapplication for lapsed licenses.

• Allows the Governor to remove board members for failing to attend three consecutive meetings or for misfeasance, malfeasance, neglect of duty, felony conviction, or permanent inability to perform duties.

• Grants the board authority to deny, suspend, or revoke licenses based on felony conviction, ethical violations, fraud, and other just cause, with disciplinary hearings required and majority board vote required for license denial or revocation.

• Establishes penalties including administrative fines up to $1,000 per day for unlicensed operation, up to $1,000 per violation for rule violations, civil penalties of $50 per day in injunction actions, and Class A misdemeanor criminal penalties.
