Creates an additional circuit judgeship designated as judgeship number 3 in the Twenty-seventh Judicial Circuit, which comprises Marshall County.

First judge to fill the position shall be elected at the general election in 2012, following preclearance under Section 5 of the Voting Rights Act of 1965, and shall serve a six-year term beginning the first Monday following the second Tuesday in January after election.

New circuit judge shall possess all qualifications, jurisdiction, powers, rights, duties, and responsibilities of other circuit judges in the state.

Judge's annual compensation shall be governed by Chapter 10A, Title 12, Code of Alabama 1975, with no salary supplement or expense allowance for judges first elected after October 1, 2001.

Appropriates funds from the State General Fund as determined by the Director of Finance to fully fund the additional judgeship starting in the fiscal year the position is filled.
