Allows members of boards of trustees, executive committees, and other committees of public four-year institutions of higher education to participate in meetings via telephone conference, video conference, or similar communications equipment.

Participation through remote communications shall count as presence in person for all purposes, including establishment of a quorum.

Requires notice of meetings to comply with the Alabama Open Meetings Act and mandates that public members have simultaneous opportunity to listen to or observe all such meetings.

Becomes effective immediately upon passage and approval by the Governor.
