Alabama Department of Public Health shall establish programs for breast, cervical, and colorectal cancer awareness.

Programs shall reduce morbidity and mortality through prevention, early detection, and treatment, while making screening services available to underserved and uninsured individuals throughout the state.

Services may be provided through private contracts or department operations, and the department may provide referral services for individuals requiring further examination or treatment.

Department shall distribute allocated funding and may seek federal waivers to maximize federal funds for implementing the program purposes.

State Board of Health shall establish rules, guidelines, policies, and protocols for implementation; act becomes effective January 1, 2011.
