HB603 Summary

• Amends Section 29-4-6, Code of Alabama 1975, to include the Alabama Law Institute among legislative agencies authorized to employ certain retired state and judicial employees.

• Allows retired employees from the Employees' Retirement System or Judicial Retirement Fund to work for the House of Representatives, Senate, Department of Examiners of Public Accounts, Legislative Fiscal Office, Alabama Law Institute, or Legislative Reference Service if physically and mentally capable.

• Retired employees must not be employed in permanent full-time capacity, cannot replace full-time employees, and cannot receive compensation exceeding the federal Social Security base allowed for persons age 67 per legislative session.

• Retirees continue receiving all normal retirement benefits while employed under these conditions, with compliance responsibility on the employing authority.

• Allows persons age 65 or over to perform services for the Alabama Law Institute as independent contractors without compensation limitations.

• Becomes effective immediately upon passage and gubernatorial approval.
